Confused over ECQ, MECQ, GCQ or MGCQ? You're not alone!







The President just announced that the National Capital Region (NCR) and the provinces of Laguna, Cavite, Rizal and Bulacan will revert to modified enhanced community quarantine (MECQ) effective midnight August 4 until August 18, 2020.

One important thing to note is that we are still on Community Quarantine (CQ), be it ECQ, MECQ, GCQ or MGCQ.  So, that means, we still need to #StayHome, and follow all safety protocols.

This will be our life again under MECQ....






In Enhanced Community Quarantine (MECQ), public transportation is not allowed, and some transportation services will remain limited.

If your residence is under MECQ, here are the public and private transports that are ALLOWED and NOT ALLOWED to operate.

For public transport, public shuttles will be allowed for frontline workers or those who will return to work in allowed industries under the MECQ, while bus, jeepney, taxi, TNVS, are not allowed. Tricycles are also not allowed, but with exceptions, subject to the guidelines set by the DILG and respective LGUs.

Under the rail sector, operations of the PNR, LRT-1, LRT-2, and MRT-3 will remain suspended.

For private transport, company shuttle is allowed to operate with passenger capacity of 50%, and a special permit from LTFRB for rented shuttles.

Personal vehicles owned by persons/workers in permitted sectors are also allowed, with two (2) persons per row.

Further, use of bicycle, motorcycle, or e-scooter by APORs is also allowed, with a maximum passenger capacity of one (1).  Moreover, e-scooters are allowed, subject to existing traffic regulations.

But what is the difference between an ECQ, and MECQ, and between GCQ and MGCQ? What are the activities and industries allowed under these classifications?

ECQ, MECQ or GCQ?


Some outdoor activities and gatherings of 5 people max are allowed under MECQ, but people still need to wear masks, and practice physical distancing.  But, like in ECQ, only 1 person per household is allowed to go out.



Under MECQ, still no public transpo, and flights allowed (except for controlled inbound travel for OFW's and returning Flipinos). Schools are still closed, and government offices are still on skeletal workforce onsite.

Guidelines below for public transportation under all quarantine zones...Mass transportation services remain barred in areas under enhanced community quarantine (ECQ) and modified ECQ, and will operate at limited capacity in general community quarantine (GCQ) and modified GCQ areas.






What industries are allowed under ECQ, MECQ and GCQ?
Industries under Category 1 are allowed to operate under ECQ, MECQ, and GCQ.

Industries under Category 2 that are allowed to operate based on imposed quarantine classification.

Industries under Category 3, usually engaged in rental and leasing and employment activities, are allowed in all quarantine categories.

Industries under Category 4 remain closed regardless of the quarantine classification being implemented in an area.
